The Health and Outcomes and Biotechnology Solutions (HOBS) business line is currently seeking a Functional Expert Consultant II to support our government customer in Portsmouth, VA (partial remote available). This Public Health (PH) program enables our government customer to maximize readiness through force health protection (FHP) strategies and solutions for current and potential Public Health (PH) threats. The core scientific and technical capabilities and product lines in this program are to conduct Health Surveillance, Epidemiology, and Analysis; Disease and Injury Prevention; and PH Consultation and Support for the benefit of active-duty service members, retirees, and their families. Battelle shall enable these capabilities and product lines by providing Scientific and Technical Information (STI) deliverables, by performing Research, Development, Test and Evaluation (RDT&E), and other Research and Development (R&D) related analytical services.

This position is contingent upon award of work.

Job Summary

Utilize functional area expertise gained through direct industry experience to assess the operational and functional baseline of an organization and its organizational components. Identify, research, study, assess, design, facilitate and develop recommendations on mission analysis to improve customer plans and concerns and mission assurance goals in the areas of of knowledge management, information technology, and command and control.

Responsibilities

  • Analyze and assess capabilities to create recommended requirements and develop corresponding capabilities to effectively respond to national and international emergencies.
  • Uses in-depth consultative skills and business knowledge based on accumulated experience and education aligned to practice business objectives and processes.
  • Work with senior managers and executives to provide industry vision and strategic direction with regard to their enterprise.
  • Analyze and assess Public Health strategies and initiatives to develop recommendations on impact and shortfalls as they relate to the mission of the customer and its subordinate commands.
  • Perform assessments on processes to identify improvements for operational reporting mechanisms that increase command readiness in the form of responsiveness to the warfighter and develop recommendations for COOP.
  • Guide the determination of information technology inadequacies and/or deficiencies that affect the functional area's ability to support/meet organizational goals.
  • Generate functional area strategies for enhanced IT operations in a cross-functional area mode throughout the organization.
  • Participate in account strategy sessions, strategic assessments and design reviews to validate enterprise approach and associated work products.
  • Develops solutions to a variety of complex problems. May refer to established practices and policies.
  • Research, analyze, and review new communication products.
  • Provides guidance and advice to less experienced staff members.
  • May provide training or direct the work of lower-level staff. Key Qualifications
    • Possess a Bachelor's degree in a related field.
    • At least 5-12 years of experience in the field or in a related area.
    • Familiar with a variety of the field's concepts, practices, and procedures.
    • Ability to obtain and maintain a U.S. government security clearance. Preferred Qualifications
