POSITION PURPOSE The Business Analyst analyses traffic and revenue data and prepares business documents, reports and presentations to support the business needs of Elizabeth River Crossings (ERC) and to demonstrate compliance with the Comprehensive Agreement between the Virginia Department of Transportation (VDOT) and ERC.ESSENTIAL FUNCTIONS AND BASIC DUTIES 1. Assume responsibility for coordinating, generating, and distributing business documents, reports and presentations.a. Prepare business documents and presentations required by ERC Leadership.b. Develop a strong inter-dependency between O Support Department''s QA Analyst and Document Control Specialist. Utilize internal department support to develop and generate reports to meet compliance requirements and internal ERC customer requests.c. Facilitate the generation and publication of monthly Board Meeting invitations and Board Packets, in accordance with ERC Executive Team standards and requirements.d. Facilitate the review and updates of all Project Development Plans, in accordance with Technical Requirements Submission Timetable.e. Coordinate the data inputs and generate the quarterly and annual O Reports.f. Maintain cross-reference between VDOT Compliance Matrix and ERC Compliance Matrix to ensure that all ERC deliverables are well defined, reference contractual requirements and are executed at the appropriate interval.g. Develop and create data tables, charts, graphs and process flow charts to most effectively represent performance results and business processes.h. Where issues have been identified, work directly with internal customers and evaluate procedures and processes, providing reports and recommendations to ERC Leadership and/or internal customers.i. Utilize a structured approach to problem-solving and process improvement by developing a comprehensive understanding of the existing condition(s), obtaining end user requirements for the improved process, developing measurement systems to track results, and by identifying actions steps required to meet the objective. j. Drive the standardization of processes and implementation of metrics and best practices.2. Assume responsibility for providing quality assurance and executing work tasks that are accurate, detailed, timely and in accordance with specific instructions/requirements. a. Collect daily, weekly, and monthly traffic data used to measure financial performance, toll system performance, and revenue streams.b. Assemble and analyze weekly, monthly and quarterly Traffic Reports. c. Assemble and analyze weekly, monthly and quarterly Customer Care Center performance data.d. Examine reports and presentations to maintain standardization and resolve errors.e. Develop and enhance existing reporting and presentations through use of forms and templates.f. Maintain ERC Compliance Matrix and coordinate/execute internal processes to ensure that the deliverables are generated, approved and distributed in time to meet expected due dates. 3. Assume responsibility for establishing and maintaining good oral and written communication and coordination. a. Correspond with Owner personnel for reporting of financial and operational data in support of Board Reporting, b. Generate correspondence that is informative and professional for distribution to professional and executive level staff.c. Train ERC personnel how to follow company standards and procedures when providing report inputs.d. Organize and maintain electronic records and data in designated central locations, accessible to ERC Leadership, internal customers and O Support members, as appropriate. e. Respond to issue resolution and research requests and provide outputs promptly. f. Provide adhoc written reports/documentation, as required. g. Ensure interpersonal communications are clear, respectful, and understandable. h. Provide detailed feedback to ERC Leadership and internal customers regarding potential issues or obstacles impacting the completion of assigned responsibilities or projects. i. Communicates Near-Misses, unsafe behaviors, and unsafe acts to ERC EHS and Risk Manager.4. Assume responsibility for collaborating with internal departments and maintaining organizational relations. a. Maintain key relationships with ERC Executive Team, Director of Customer Care, EHS Manager, O Managers, ITS and Tolling Manager, Toll System Subcontractors, CapEx Project Managers, and O Support team members.b. Facilitate the generation and publication of monthly Board Meeting invitations and Board Packets. Completes the work product in accordance with ERC Executive Team standards and requirements.c. Collaborate with internal ERC customers to produce all compliance related reports and documentation.d. Frequently work with internal ERC customers to gather requirements and specifications while developing enhanced reporting tools. Work directly with internal ERC customers to gain understanding of current shortcomings in existing reporting technologye. Consistently demonstrate a high level of teamwork and collaboration. Facilitate cross-functional engagement to generate data to incorporate into required reports, as needed.f. Provide Back-up for QA Analyst relating to the management and communication of Non-compliance Points (NCP) assessment.g. Provide Back-up for Document Control Specialist relating to Laserfiche administration and organizational support.h. Keep Director of Capital Expenditures and O Support informed of significant problems impacting and/or progress attained in reaching established objectives. Suggests process-related procedures and changes. i. Attend and participate in meetings as required. 5. Assume responsibility for related duties as required or assigned. a. Complete special data research projects and reporting projects, as required. b. Ensure work area is clean, safe, secure, and well maintained. c. Perform other duties as assigned.PERFORMANCE MEASUREMENTS 1. Actively participates and drives activities and work tasks that contribute to the accomplishment of ERC''s goals and objectives. 2. Data entries, data analysis, reporting, presentations and system updates are accurate. 3. Utilize strong prioritization skills to maintain compliance with scheduled deliverables to VDOT and shareholders.4. Good working relations exist within department and with internal customers. 5. Time sensitive work assignments and required documentation is completed in accordance with established timelines and schedules.6. Management is appropriately informed of work task status, as well as, any significant problems or obstacles.7. Recommend potential process improvements ideas to improve work-flow efficiency, decrease costs and increase revenue collection.QUALIFICATIONS EDUCATION/CERTIFICATION: High school graduate or equivalent with at least 4 years of related work experience in business document development, data analysis, process improvement project management, toll systems, data base system analysis, or equivalent combination of experiences. REQUIRED KNOWLEDGE: Intermediate to Advanced Knowledge of Microsoft Office Applications Compliance requirements relating to contractual documentationUnderstanding of related ERC Business processes and procedures. EXPERIENCE REQUIRED: Work experience in the development of reports, presentations, and business-related correspondence or equivalent combination of experiences. Previous experience in Business System Analysis, Document Management, Compliance and Process Improvement is desired.
