Overview Source Analyst IV - Electromagnetic Spectrum Support (EMS) Location: ThePentagon Clearance: Top Secret verifiable in JPAS Period of Performance: 5-year base contract until June 2022 Source Analyst supports the JCIDS processes to include analyzing Combatant Commander, Service, or Defense Agency issues and analyzing capability documents such as ICDs, CDDs, CPDs, Joint Concepts, White Papers, & Concepts of Operations (CONOPS). Further, provides comments and recommendations to action officers for consideration and provide written draft assessments of assigned topics, such as identified capability gaps and on-going/future assessments. Source Analyst will analyze proposals, assess new capabilities and propose recommendations to fill gaps. Responsibilities Skills & Experience: * Provide analytical and technical expertise to support assessment of JCIDS topics* Collect, validate, manipulate and maintain data pertinent for assessments, models and simulations* Facilitate and prepare FCB working group recommendations* Provide technical expertise to the applicable FCB Chairman's Program Recommendations (CPR) and Chairman's Program Assessments (CPA) process* Provide collaboration and coordination for Joint Staff Action Processing on items related to the task being supported* Analyze Combatant Command Integrated Priority Lists (IPL) in order to address matters relating to the task the contractor is supporting* Conduct research activities focused on project requirements and deliverables* Conduct Capability Based Assessments (CBAs) and assess programming impacts of new capabilities* Review and analyze related project documentation and reports to ensure accuracy and validity* Analyze information using both statistical and logical methods* Report analysis and research results through formal and informal briefings and through formal and informal writing* Prepare and deliver presentations explaining and defending research and analysis resultsWorks well within a team* Support to the JS/J6 Spectrum Branch in its efforts to assess JCIDS submissions. This includes the review of and comment on documents submitted as part of the JCIDS process. * Maintain daily interaction with the JS/J6 Spectrum TA, Spectrum Branch Chief, and with other JS/J6 Spectrum Branch staff members. * Support the JS/J6 Spectrum Branch in its oversight responsibility for the Global Electromagnetic Spectrum Information Systems (GEMSIS) program and the development and revision of DOD Military Command, Control, Communications, and Computers, Executive Board (MC4EB) publications with data standardization equities. * Attend planning meetings, participate in discussions, and provide a synopsis of meetings to the JS/J6 Spectrum Branch within five working days of the meeting. * Maintain daily interaction with the JS/J6 Spectrum TA as well as with the JS/J6 Spectrum Branch Chief and with other JS/J6 Spectrum staff members. * Provide subject matter expertise and support the JS/J6 Spectrum Branch tasks and responsibilities associated with participation in the EUCOM Spectrum Theater Engagement, PACOM Spectrum Management Conference (SMC), DOD E3 Program Review Conference, and Joint Staff hosted DOD Joint Spectrum Workshops, Combatant Commands (CCMDs) Secure Video Teleconferences (SVTC), and EMS Defense Collaboration Services (DCS) events. * Support JS/J6 Spectrum Branch preparations to consist of preparing proposed JS/J6 Spectrum Branch activity agendas, attending planning meetings, attending the conference, and providing detailed minutes to the JS/J6 Spectrum Branch Chief within five working days of the planning meeting or 10 working days of the actual conference, and participating in discussions. * Provide subject matter expertise and support JS/J6 Spectrum Branch with participation in the MC4EB Frequency Panel (FP) and its subordinate Permanent (PWG) and Ad Hoc Working Groups (AWG) to include attending meetings, assisting in the development of agendas and publications revisions, reviewing and correcting Minutes. * Assign MC4EB Tracking and J/F-12 Numbers to the Military Departments (MILDEPs) when request submitted for coordination of certification packages. * Oversee the status of and maintain the unclassified MC4EB FP website, to include, but not be limited to: (1) identification of posting actions not in accordance with (IAW) the published Standard Operating Procedures (SOP); (2) posting material of interest to the spectrum community (publications, guidance, announcements, etc.), (3) removing old, outdated material when no longer required. * Provide subject matter expertise and support JS/J6 Spectrum Branch participation in the UAS Support activities associated with Small and Counter UAS coverage. * Provide support to Intelligence, Surveillance, and Reconnaissance (ISR) integration regarding CCMD areas of responsibilities (AOR). * Provide subject matter expertise and support JS/J6 Spectrum Branch participation in the SIWG meetings and support activities associated with spectrum sharing and incentives issues. This includes attending meetings, providing summary Minutes, tracking actions, participating in discussions, and making recommendations to the JS/J6 Spectrum Staff. * Provide subject matter expertise and support JS/J6 Spectrum Staff participation in the E3 IPT and activities associated with E3 issues. * Provide subject matter expertise and support JS/J6 Spectrum Branch participation in EMSO activities and meetings. * Monitor commercial technological advances and subsequent opportunities to present significant worldwide challenges to DOD EMS access. Analyze candidate technologies, including a review of applicable policy and doctrinal publications for emerging spectrum developments to include, but not be limited to, software-defined radio (SDR), dynamic spectrum access and spectrum sharing technologies. * Provide subject matter expertise and support the Government Representative to the Combined Communications-Electronics Board (CCEB) Spectrum Working Group (SWG) which identifies and coordinates mutual national and international military spectrum requirements, policies and procedures in peacetime and crisis as well as transition to war. * Assist the SWG in the revision of any Allied Communications Publication (ACP) with group equities; specifically ACP 190 and 194 Operational experience includes: planning and executing combined and joint operations at the theater or component level, knowledge of combat arms, all source intelligence analysis, logistics, civil-military operations, and site's area of responsibility or functional area) and task related experience. Qualifications Education: * Masters of Science degree from an accredited college or university Or * Bachelor of Arts/Bachelor of Science degree minimum with completion of MEL4 (command and general staff college service equivalent) of military schooling plus fifteen (15) years of task related experience Or * Combination of twenty (20) years of military operational experience (5 of which earned as E-6 or O-3 or above). Clearance Requirements: Must have current Top Secret clearance (based on SSBI completed within the last five years). Clearance must be verifiable in JPAS. This contractor and subcontractor shall abide by the requirements of 41 CFR 60-1.4(a), 60-300.5(a) and 60-741.5(a). These regulations prohibit discrimination against qualified individuals based on their status as protected veterans or individuals with disabilities, and prohibit discrimination against all individuals based on their race, color, religion, sex, or national origin.
