This position is located in the Department of Homeland Security, U.S. Coast Guard, C4IT-Service Center Contracting Office in Portsmouth, VA. Learn more about this agency Responsibilities You will serve as a Contract Specialist with complete responsibility to plan and recommend for execution of all contractual actions and phases for assigned projects. The Contract Operation Division is responsible for acquiring the full range of U.S. Coast Guard primary mission critical supplies, services, and systems valued above the simplified acquisition. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: - Serving as Contract Specialist, responsible for all aspects of the contracting transactions, from initiation to recommendation of award, to procurement of items or services with specialized requirements. - Preparing timely responses to Congressional inquiries, Freedom of Information Act requests, or other sensitive correspondence. - Performing contracting work through use of negotiation techniques. - Coordinating contract administration activities for long-term, extensive technical service contracts and/or cost type contracts. - Utilizing in-depth price/cost analysis techniques involving many different and unrelated factors and processes where there is little historical cost data or precedent. - Supporting the development of budgets for planned procurements. Qualifications BASIC REQUIREMENT: All applicants must meet the following basic education requirement: a 4-year course of study leading to a bachelor's degree with a major in any field; OR at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. NOTE: The Defense Acquisition University (DAU) does not grant Academic degrees; therefore courses completed at the DAU are not creditable towards meeting the 24 semester hour requirement, unless the course work has been evaluated by an accredited institution recognized by the U.S. Department of Education, and appears on a college or university transcript. In addition to the basic education requirements, the following specialized experience is required: SPECIALIZED EXPERIENCE: Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is related to the line of work. Applicants at the GS-12 grade level must possess one year of specialized experience equivalent to at least the GS-11 level. Examples of specialized experience will include all of the following: - Analyzing procurement requests to determine requirements, appropriate method of contracting, type of contract, and procurement plan. - Developing procurement/contractual documents inclusive of determining standard and non-standard terms and conditions. - Conducting pre-bid/proposal conferences and negotiations; analyzing bids/proposals for compliance with guidelines; analyzing cost and pricing data and contractor responsibility where comparative data may be lacking. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education If you are including education on your resume, report only attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education. You are required to submit your unofficial college transcripts from an appropriately accredited educational institution in order to document completion of the educational requirements for this position. The unofficial transcripts must be legible and include your name, major, school name/location, course title/number, date completed, grade and number of credits earned.
