Optometrist Description Duties. As assigned, the HCWs shall perform all applicable duties specified in Section C of the basic contract and to include the following: Refractive surgery co-management including preoperative examination, routine postoperative management, and management of postoperative complications in accordance with the community standard of care. Full scope primary optometric care in accordance with the community standard of care and American Optometric Association (AOA) clinical guidelines. This shall include the performance of all necessary tests and patient work-up to adequately diagnose patients. Examples include but are not limited to: Performing basic visual acuity tests Measuring and recording distance and near vision, color testing and pinhole vision Contrast Sensitivity Lensometry Keratometry Refraction (manual, automated and retinoscopy) Ocular motility tests Binocular coordination testing (vergences, phorias, accommodation) Visual field testing - automated and manual External examination Slit lamp examination Applanation tonometry Funduscopic Examination (Indirect and Direct) Corneal topography Pachymetry Glare Testing Night vision testing Wave-scan analysis utilizing VISX equipment Accurately transcribe into the patient medical record, past ocular history, adverse drug reactions, allergies, etc., according to established techniques and procedures. Identifies patient's chief complaint, provides a written assessment of findings. Diagnosis and recommendations should be appropriate for the complaint and clinical findings. Appropriate follow-up should be indicated, patient education must be documented, and provider stamp and signature must be present. Adhere to infection control guidelines and practice universal precautions. Be responsible for the safe and effective operation of equipment used in patient care and contributing to a safe working environment. This shall include safe practices of emergency procedures, proper handling of hazardous materials and maintaining physical security. Diagnostic Pharmaceutical Use: Provide accurate documentation of specific medication used, dosage and time given. Document any adverse reaction. Optometrist Requirements Qualifications. The health care workers (HCWs) shall possess and maintain the qualifications stated in Section C of the basic contract. In addition, the HCWs shall possess and maintain the following qualifications prior to the provisions of service: Possess one (1) year experience within the preceding 24 months as a clinical optometrist in a refractive surgery practice. Possess a certification to use Therapeutic Pharmaceutical Agents. Provide two (2) letters of recommendation from hospital administrators/supervisors or practicing Optometrist attesting to the HCW's experience or skills in the assessment and management of patients with pain complaints and the initiation, management, and publication of research projects. Reference letters must include name, title, phone number, date of reference, address and signature of the individual providing reference. Reference letters must have been written within the preceding two (2) years. The Contractor shall provide two (2) full-time Optometrists. To maintain continuity of services, each HCW MUST BE A FULL-TIME INDIVIDUAL. The Commanding Officer will not privilege more than one (1) individual for each of the required positions. The Commanding Officer, or other designed Government representative will supervise the HCWs. Services shall normally be provided Monday through Friday, between the hours of 0645 and 1800. Each HCW shall provide an eight and a half (8.5) hour shift to include an uncompensated 30 minute meal break. In no instance will each HCW exceed 80 hours (on-site service plus approved leave and holidays) per two (2) week period. The specific hours shall be scheduled one (1) month in advance by the supervisor. Any changes in the schedule shall be coordinated between the HCWs and the Government. At the mutual agreement of the HCWs and the Government, alternative schedules, such as a compressed work schedule, may be implemented. The Government reserves the right to change shift hours with 72 hours' notice to accommodate patient care needs and mission requirements.
