Job Description:
Under the direction of the Chief Transit Operations Officer the
Associate Project Manager is responsible for planning, executing,
monitoring, controlling, and closing out projects funded and
audited by Federal, State and Local authorities. The projects may
include but are not limited to bus, paratransit, ferry boat, light
rail, system support and facilities modes. The Associate Project
Manager oversees all aspects of scope, schedule, budget, risk, and
quality for assigned projects. This position assists the Operations
Project Contract Administrator in tracking, and managing grant
funding, developing long range capital plans, fleet State of Good
Repair (SGR) needs, and providing technical expertise in support of
all public or mass transportation modes of service.

Essential Job Functions:
(Duties listed are not intended to be all inclusive nor to limit
duties that might reasonably be assigned).
Work to achieve department goals and objectives. Manage progression
towards completion of project and contract goals and
deliverables.
Manage projects as assigned and funded. Oversees scope, budget, and
schedule, and resolution of issues that pertain to successful
project delivery and close out.
Collaborate with Finance, Procurement, Planning/Development, and
other stakeholders to effectively plan and manage deliverables
established by Local, State and Federal agencies on the status of
grant funded.
Manages administrative processes for the initiation, planning,
design, and delivery of complex capital projects.
Assist the Operations Project and Contract Administrator in the
development and maintenance of current design specifications needed
for project related procurements. Develop project initiation and
Request for Proposal (RFP) documents inclusive of Scope of Work.
Participates in proposal evaluations, contractor selection, and
negotiation of project scope, schedule, and cost. Manage project
schedules.
Assists in the maintenance the fleet disposition and fleet
management plan(s) for the agency (Bus, Paratransit, Light Rail,
Ferry, Trolley, and non-revenue assets).
Assist the Operations Project and Contract Administrator in the
development of detailed work plans for each mode of operations for
the purpose of developing Capital Investment Plans, and Long-range
transit plans to ensure asset SGR within operating and capital
budgets.
Assist the Operations Division and Executive Team with project
related compliance with Federal, State and/or Local regulations
including but not limited to: Federal Transit Administration (FTA)
triennial reviews, safety audits, independent audits, etc.
Prepare reports, studies, correspondence, long range plans, and/or
presentations. Compile reports related to project completions,
revisions or changes and compare information with project
schedules. Complete milestone reporting for projects. Prepares and
submits regular status reports to the Operations Project and
Contract Administrator.
Develop, manage, and update detailed total project cost estimates
and exert cost controls during all phases of project delivery.
Identify potential problem areas, take corrective action, advise
others of required actions and escalate unresolved difficulties to
the attention of appropriate authority.
Monitor the work of consultants and/or contractors to ensure
compliance with plans, specifications, and that materials and
workmanship meet acceptable industry standards.
Participates in the development of Capital Improvement Plan (CIP)
and grant narratives in support of Hampton Roads Transit's CIP
Initiatives.
Assist in developing systems designed to maintain scope and reduce
time and costs of delivery of capital projects.
Manage records created and received in compliance with the Hampton
Roads Transit Records Management Policy and Procedures.
Perform other duties as assigned.
Required Knowledge, Abilities and Skills essential to Job
Functions:
Strong project management skills and knowledge of multi-modal
revenue service principles. Ability to adjust to changing
priorities, demands and timelines as needed, in a timely and
effective manner. Effective decision-making based on business
principles, analytical tools and logic-based, problem-solving
skills. Strong interpersonal skills with demonstrated ability to
successfully work with multi-disciplinary project teams.
Must be able to perform in a collaborative environment to
successfully deliver projects in support of operational needs, the
organization's Capital Investment Plan (CIP), and the mandates of
the FTA and Virginia Department of Rail and Public
Transportation.
Ability to plan, prioritize, organize, and direct the work of
staff, consultants and contractor resources to meet project and
contract objectives. Ability to communicate effectively, both
orally and in writing. Ability to read, interpret and understand
operational, financial and strategic documents and other plans
including engineering drawings, design specifications, standards,
regulations, submittals, and contracts. Work involves meeting
multiple demands on a timely basis and in a demanding environment.
Must be able to analyze and resolve specific problems while
coordinating multiple major activities at once.
Required Software Knowledge and Skills essential to Job
Functions:
Proficiency in using computer systems and the listed software
applications associated with performance of assigned work is
required. Basic problem-solving skills associated with software
applications is expected. Software usage relevant to job duties
will be evaluated.
Software applications:
Microsoft Windows/Office (Outlook, Word, Excel, PowerPoint,
Project). Experience with online project collaboration software a
plus.

Experience and/or Education:
A bachelor's degree from an accredited college or university in
transportation management, project management, engineering,
business administration or closely related field AND five (5) years
of progressively responsible experience in the management of
Operating or project management functions or ten (10) years of
progressively responsible experience in the management of Operating
or project management functions.
Experience should include, but is not limited to:
Ability to communicate effectively, orally and in writing.

Desired Qualifications
FTA or other Project Management Certification(s) preferred but not
required.
Licenses or Certificates:
Possess a valid Driver's License. Acquire a Virginia Driver's
License within 60 days after the date of hire (in instances when an
out of state license is not the applicant's current state of
residence).
Special Requirements:
This position is classified as essential personnel.
Must be able to pass Federal Government background screening
processes for local military installation access.
