Mission Readiness Group has a job opportunity for a full time Manufacturing and Repair Shop Manager.Security Clearance: DoD Secret Security Clearance-Ability to obtain and maintain is requiredPosition Summary:Reports to the VP of Operations. Responsible for the results achieved by in terms of first-time quality, safety, cost, schedule and performance for all machine shop projects. Manages the all aspects of shop projects and day to day production. Strong background in machine shop equipment and tooling, processes and trades skill requirements. Experienced in surface ship and submarine modernization, maintenance & repair. Familiar with financial and technical aspects of managing a shop-based program including personnel management, safety and profit/loss. Working knowledge with specialized experience in performing SUBSAFE/Level I work and submarine component testing and certification/re-certification procedures with specific knowledge and experience in submarine hydraulic cylinders, mast mechanical assemblies, valves and actuators. Ability to clearly communicate and coordinate efforts involving all the activities supporting the Manufacturing and Repair Shop internally and externally of the company including Quality Assurance, SUBSAFE, Contracts, Purchasing, and Resources internally and with the customers, SUBSAFE Supervising Authorities and NAVSEA 07Q for all SUBSAFE/LVL1 and submarine related manufacturing and repair projects.Duties & Responsibilities:Acts as the primary internal and external customer contact for all shop related work in repair and manufacturing activities, leading shop program to meet cost, schedule, and technical performance criteria. Identify and assist in procurement of shop machine equipment and tooling necessary to accomplish current and planned work. Develops new business or expands the product line with the customer. Monitors adherence to schedules, identifies problems and obtains solutions, such as allocation of resources, changing contractual specifications and outsourcing of work. Must have the ability to work closely with Quality Assurance, SUBSAFE, Contracts, Purchasing and other support departments. Ensures timely delivery of accurate contract CDRL submissions including CRs. Works closely with Program Analysts/Financial Analysts in obtaining appropriate data for reports such as monthly financial status. Reviews or develops reports for outside activities when required. Tracks financial progress and status of projects and develops and coordinates corrective actions/adjustments working with the respective stakeholders when necessary to ensure completion of the project meeting all quality, technical and schedule requirement and profitability goals. Generates Condition Reports for submittal to the customer as required. Makes decisions and takes actions that may include determining the priority of projects, personnel requirements and control of costs. Responsible for the submission of all requests to Epsilon contracts such as funding, performance dates, limitation of funds or notification of required changes to SOW.* Manage Machine Shop in the following:* Directly supervise machinist and other trades assigned to the shop* Function as the hiring manager for machinist to be FTE to the shop* Oversee all projects through final certification of work and closeout and shipping* Review and Submit all Submarine Cost Proposals/Quotes/ROMs/Estimates* Generate all Condition Reports, submit to technical POC and contracts and track through completion* Ensure submittal of all CDRLs and Reports for shop projects* Ensure 75% Letters are submitted IAW requirements* Develop and submit baseline project POAM* Develop Technical and Cost proposals as required for RFQs/RFPs associated with shop work* Participate in all financial meetings* Plans, estimates, negotiates, staffs, directs the shop work, and reconciles final billings on assigned shop projects. As the top decision maker for all shop, provides inputs to other programs for shop support including make/buy decisions. Leads the post-project review to capture learnings applicable to future projects.* Meets or exceeds customers realistic expectations for quality, productivity and safety on projects, and manages the customer relationship through any changes in the scope and price of the project to assure continuing customer satisfaction and profitable project closure. Resolves issues with customers internally and externally.* Represents the company fairly and consistently when interacting with customers.* Works closely with the Estimating Department to develop estimates for shop related work.* Interprets specifications to plan project sequencing and coordination of the various phases of projects to prevent delays and avoid rework. Ensures that condition reports (CRs) are properly written before submittal to the customer.* Ensures timely and accurate documentation in the form of Objective Quality Evidence (OQE) and other CDRL submissions for each job and contributes accordingly to final written specifications. Confers with peer team to resolve problems and to improve methods.* Plans, coordinates and directs shop production activities. Monitors job progress to ensure that manpower utilization and allocation meets job requirements and bid expectation. Makes appropriate changes as necessary.* At time of bid package preparation, works closely with estimating team. Evaluates, sets up, and manages subcontracts for support work on awarded projects.* Establishes and maintains effective working relationships with NAVSEA 07Q, NSWCPD SUBSAFE Office, SUBSAFE Sponsor, all internal/external customers, subcontractors and vendors relative to shop work.* Assesses and documents overall work performance of direct reports providing feedback to same. Investigates violations of work place rules and determines disciplinary action using the consulting services of Human Resources. Ensures performance documentation by Project Managers or Foremen of all assigned project personnel.* Able to identify changes in work scope to ensure appropriate planning measures are being taken including the customers inputs for reassessing, renegotiating, and amending the scope of work, schedules and budgets.* Must be able to identify, assess and analyze with the team, any risk and/or issues that may compromise the successful completion of projects, and develop plans/actions that will mitigate risks. Able to provide leadership when schedule / production conflicts may occur for resolution.* Able to work nights and weekends during peak workloads or as required to ensure program success. Must be willing to travel to out-of-state locations for periods of time when program demands necessitate.Supervisory Requirements: The position supervises all shop personnel.Education and Experience:Experienced in machine shop equipment and processes. Fifteen (15) years experience managing machine shop personnel. Must have experience in Submarine equipment, components, structural, mechanical and/or electrical system repair/installations with a minimum of Ten (10) years experience managing Submarine HM&E repair, maintenance and modernization. Working knowledge of SUBSAFE & Level 1 and NAVSEA approved testing and certification/re-certification requirements. Ability to read Maintenance Standards, complex technical drawings & manuals and interpret requirements to execute work as well as produce Quotes, Bids & ROMs in response to RFQs.ADA & Work Environment:The physical demands for this position are moderate to heavy. May require some lifting or assistance with heavy equipment. The incumbent of this position is required to stand for extensive periods of time, in external climates. Must also be able to work long hours, travel internationally via various modes of transportation, and work any day of the week at any time of the day as required to meet customer needs, business objectives and to achieve delivery of service deadlines. The work environment for this job is demanding and potentially hazardous due to work on or inside ships as well as travel around ship repair yard.
