This announcement uses the Acquisition expedited hiring authority to recruit and appoint qualified candidates to certain positions in the competitive service. Learn more about this agency Responsibilities - You will be the Chief Engineer and subject matter expert managing the combined efforts in support of maintenance and modernization engineering functions in all phases of surface ship acquisition life cycle. - You will supervise three NH-IV Division Heads, and oversee approximately 140 engineers, technicians, analysts and other support personnel. - You will be responsible technically and administratively for defining goals and objectives, and providing advice to agency officials and senior colleagues on broad program operations. - You will review the work of other naval activities or private contractors to ensure compliance with current maintenance advanced planning and engineering requirements and directives. - You will develop long-range strategic plans to support program administration, evaluating and redefining goals and objectives. - You will manage lifecycle assessment results and make recommendations to update and modify requirements determined to be unnecessary, excessively stringent, and no longer efficient to support the ship over the life cycle. - You will represent the Surface Maintenance Engineering Planning Program at conferences and meetings as an engineering expert, and interface with other stakeholders to discuss programs and projects and to make authoritative binding commitments. - You will formulate and recommend work to be handled by contractors and participate in the review of bids, contractor proposals, contract specifications, and related issues. - You will participate in the selection of individuals to fill top-level positions. - You will conduct periodic performance evaluations and provides official annual performance ratings. Qualifications In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-03 (GS-13 equivalent) in the federal service or equivalent experience in the private or public sector as a professional engineer leading or coordinating technical oversight of a department, program or project in support of maintenance or modernization engineering functions. Education Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
