General Public - G Job Duties The Capital Project Manager plays a
central role in advancing the Jamestown?Yorktown Foundation’s
capital and maintenance reserve initiatives by expertly guiding
projects from concept through completion. Drawing on a strong
foundation in architecture, engineering, project management, and
the Commonwealth of Virginia’s procurement protocols, the CPM
ensures that all projects are delivered on time, within budget, and
in full compliance with COV standards. This position oversees every
stage of project planning and implementation—coordinating design
meetings, reviewing plans and specifications, preparing accurate
RFPs and IFBs, managing procurements, monitoring contractor
performance, and maintaining meticulous documentation. The CPM also
leads essential performance management responsibilities, providing
clear expectations, constructive feedback, and a safe,
policy?compliant work environment for assigned staff, volunteers,
and interns. With a focus on communication, collaboration, and
proactive problem?solving, the CPM serves as the organization’s
go?to expert for facility projects, ensuring quality workmanship,
protecting JYF assets, and keeping all stakeholders informed
through timely reports, variance reviews, budget tracking, and
accurate project data management. Minimum Qualifications Knowledge:
Knowledge of applicable building codes, regulations, and
organizational policies sufficient to interpret requirements and
apply them to projects and administrative processes. Knowledge of
project management principles, including planning, scheduling,
budgeting, and risk identification. Knowledge of Microsoft Office
and related software tools, including Word, Excel, PowerPoint,
Teams, and systems used for research or project administration.
Skills: Skill in reading and interpreting technical documents, such
as blueprints, specifications, manuals, and regulatory materials.
Skill in written and verbal communication, including preparing
reports, presentations, and professional correspondence. Skill in
analyzing problems and evaluating alternative solutions, using
logic, research, and sound reasoning. Skill in customer service and
stakeholder engagement, including maintaining professional
relationships with internal and external partners. Skill in
organizing and maintaining records, files, schedules, and project
documentation with accuracy and attention to detail. Abilities:
Ability to manage multiple priorities, meet deadlines, and work
independently while maintaining accuracy and quality. Ability to
exercise sound judgment and maintain confidentiality, especially
when handling sensitive information or interacting with senior
leadership. Additional Considerations - Completes specific duties
as assigned within established policy and guidelines and in
accordance with supervisor’s direction. - Assists the agency and
state government in the event of an emergency declaration by the
Governor. - Maintains confidentiality of sensitive information as
it pertains to the Jamestown-Yorktown Foundation. - Accesses data
that is related to position or department responsibly. - Ensures
compliance with JYF’s Confidentiality policy and statement. -
Accepts responsibility for personal conduct. - Demonstrates respect
